Sci Fi Movie from 2000-2004

This guy goes into a silo type building from an entrance in the ground.
He meets with someone and there is computers in the room.
He ends up doing something with electronics.
I think a missile gets fired and he comes out of the silo.
This is vague but all my mind can conjure.
Funny thing is that I have the movie but can't find it,
Thousands of titles to go through doesn't sound much fun on IMDB!

OK, let's narrow thing down a bit cuz what you describe could be anything from "The Incredibles" to "Groom Lake". What you might remember in addition to what you said is:

- Language and/or country of origin
- Animation, Colour or B&W
- Possible additional genres to Sci-Fi (horror, action,...)
- Was it released on DVD, played in the theatres (and where),...
- What rating you think would this movie have in average (min to max)
- Possible other keywords (in addition to say "missile", "silo", "underground",...)
- Popularity (at least how many ppl you think would vote on that movie)
- ...
