Obscure Sci-Fi film enquiry

Hi, new here, wondering if anyone could help me with a sci-fi I can't seem to track down.

It's circa 1980's. Mixed film and Japanese animation. (might be an australian production)

All I remember from it is (in the film part) two guys in radiation suits in a post-apocalypse land fighting over an oxygen container.
Then..
I remember anime wierdness with a child wandering through an old dark empty city with whales flying through the air and some dude with a staff.

Any ideas?

I've managed to disentangle a few freaky films from my memory bedraggled past - such as 'one man and his dog' and 'altered states' but that one was giving me trouble.


(not as much trouble as when I accidentally mixed up Krull and Time Bandits in my head!)
