This is a sample HOSTS file used by Microsoft TCP/IP for Windows." does suggest it applies to TCP/IP in general, only I don't think that's the case cuz it's not loaded into TCP/IP filtering dialogue (advanced settings under TCP/IP protocol of your network adapter)... so I only use IE to browse such sites and it's only in IE that I don't get any popups/popunders on IMDB

I can send you a complete HOSTS file I use (only filled with spammers and major advertising companies) but it's pretty long (14K+ IPs/sites). I guess some 3rd party popup blocker is in order if you only use non-M$ browsers (hate to admit it, but more recent versions of IE do this job quite well)
